Civilian means semi auto, so the rules apply the same as any other rifle. At least 18 years of age, clean criminal background check. So yes, as long as you do not have any reasons you may not purchase a firearm.
Note: Part of the Obama/Biden bill that will be coming up within the next year ( they are both rabid anti-gunners) is restrictions against any weapons with collapsible stocks ( among many other restrictions). If you plan on buying one, do so within the next year before they might be banned.
PS. I bought this same weapon a couple years back for competition shooting in minor calibers. I got the 1 in 7 twist 20″ heavy barrel with forward assist. I can go hole in hole at 100 yards all day long with the 70 grain bullet. Bear in mind that if you get a twist tighter than a 1 in 10, you will need the heavier grain bullet or you will have flyers all over the place.

Can anyone recommend a good but cheap rifle scope and spotting scope?
I’m looking for a scope that I can use on my AR and Ruger 10/22.
The spotting scope should have a 45deg angle and a 60mm to 80mm objective.
Stay away from cheap – you’re only going to be wasting your money. There are a number of moderately priced riflescopes out there of reasonable quality. You can find these with brand names like Tasco, Bushnell, Simmons, Barska, BSA, etc. Check out what each of these brands offer. I would generally avoid their lowest-priced series scopes and work up from there. You should be able to find a decent, moderate-range variable scope (3-9×40) from any of these brands for under $100 without buying junk. You’re not going to be getting Leupold or Nikon quality, but you’re not paying those prices either.
Almost the same advice holds true for spotting scopes, although they aren’t subject to the same rough-house handling as riflescopes. Again, you can get a decent scope for around $100 or a little more. What you’re going to give up on the moderately priced spotting scopes is image resolution and clarity at the higher magnifications. This is because of the quality of the optics, so I wouldn’t bother with scopes that offer the 60x-90x magnification range because you’re just paying for a power range that isn’t worth it.
I have been very happy with my Celestron Ultima 65 Spotting Scope. It is an 18-55x65mm zoom scope with a 45-degree angled eyepiece. Celestron doesn’t get a lot of publicity in the shooting sports, but they make several models and they’ve been making quality telescopes now for several decades. I’ve had this one about three years and use it constantly at the range. Been very happy with it. As mentioned above, resolution gets a little fuzzy on long distance targets at maximum magnification, but up to 40x, it’s very crisp.

dont waste your money on it. deer will still easily wind you. just take the clothing that you have and a few days before the hunting put them in a garbage bag full of rocks dirt and or tree branches and get a native smell to the clothes(not a dryer sheet smell) then wash yourself off with no soap or very very unscented soap and your good to go

What are the best scope rings to use with a stock Ruger 10/22 Deluxe Sporter .22 caliber rifle?

In firearms, ‘Best’ means absolute top of the line and most expensive. 99.99% of shooters are not Olympic class or trained long range champions – so best is almost never necessary. The best rings cost more than your rifle and scope combined.
The problem with the 10/22 and using nice scope rings in the base attachment is not that great. If you don’t have a good base – then good rings are not important. ( you can’t change a Honda into a Proche by simply bolting better parts to it) The factory drill and tap scheme is for lightweight plastic 22 scopes – your scope is very overkill for for a 22lr.
Change out the stock base screws for hex screws and see if you can install the rings so they do not cover access to these screws. If this works for you – set the scews with red Locktite and proceed with nice rings. If not, then set the screws with blue Locktite and use inexpensive ones. With hex or Allen screws at least you can access them from under the scope and verify they are tight and correct. Consider torx head screws too.
